Also, author's description clearly says "Chinese man". So is maybe Chinese man with Japanese name.

Shinji is a Japanese name, and "-san" is a Japanese honorific.
Despite both being Asian countries, Japan and China are two different cultures with very different languages.
Most Chinese hate Japs since they invaded and conquered large parts of China during WW2, so some would even find it offensive to have them mixed up.
